USPTO Strategic Plan
The draft United States Patent and Trademark Office (USPTO) 2022–2026 Strategic Plan defines the USPTO’s mission to drive U.S. innovation, inclusive capitalism, and global competitiveness for the benefit of all Americans. We do this by unleashing America’s potential for long-term economic growth, supply chain resiliency, human prosperity, and national security. We are working to, first, accelerate the creativity that drives U.S. innovation in all its forms and, second, bolster the adoption of that innovation in key and emerging technologies while bringing more Americans into the innovation ecosystem.
Our ultimate goal is to drive innovation, entrepreneurship, and creativity for the benefit of all Americans and people around the world. Guided by this mission and vision, the USPTO 2022–2026 Strategic Plan offers five goals that we aim to achieve.
Goal 1: Drive inclusive U.S. innovation and global competitiveness
Goal 2: Promote the efficient delivery of reliable intellectual property (IP) rights
Goal 3: Promote the protection of IP against new and persistent threats
Goal 4: Bring innovation to positive impact
Goal 5: Generate impactful employee and customer experiences by maximizing agency operations
The draft plan reflects the leadership of Under Secretary of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office, Kathi Vidal, with significant inputs from USPTO’s other senior leaders and the public advisory committees.
