The notice’s comment period was previously extended until February 1, 2023. The comment period is now extended a second time, until February 28, 2023, to ensure that all stakeholders have a sufficient opportunity to submit comments on the questions presented in the October 4, 2022, notice. This will be the last extension of the comment period.
