Fee schedule update

As of November 1, the fee schedule was updated to reflect changes in PCT fees to foreign offices:

• 1704: International search (EPO) fee increased from $1,950 to $2,107.
• 1714: International search (Rospatent) fee decreased from $578 to $537.
