Judge Chang is a graduate, with honors, of the George Washington University School of Law, and holds a Bachelor of Science degree, magna cum laude, in Chemical Engineering from University of Maryland. Judge Chang began her career as a semiconductor and computer system engineer for IBM Corp. She subsequently joined the USPTO as an examiner in the electrical art. Before her appointment to the Board, Judge Chang also served as a Senior Legal Advisor at the Office of Patent Legal Administration focused on rulemaking and implementation of patent policy and procedure.
