Yes, a USPTO certificate may be used by an employee who is a US citizen and who is located within the US, but who is not co-located with the certificate holder as long as the employee is actually acting at the direction and under the control of the certificate holder as is required by the United States Patent and Trademark Office Public Key Infrastructure Subscriber Agreement.
