Why am I now required to certify that I am using the digital certificate for access to EFS-Web in a manner that doesn't violate or circumvent the EAR?

EFS-Web includes a feature that allows registered users to save submissions and to view the last 40 acknowledgement receipts for a limited amount of time. This information may be viewed by an employee who can use a practitioner's digital certificate to access saved submissions and to view the last 40 acknowledgement receipts.
