(17)                     Change in Legal Holidays

   The notice Change in Legal Holidays, 1069 TMOG 5 (August 12, 1986), is
hereby rescinded in view of the Juneteenth National Independence Day Act,
enacted June 17, 2021, which amended the listing of legal public holidays
in 5 U.S.C. 6103(a). That amendment took effect in 2021 and added a new
legal public holiday. This new holiday is designated for June 19 each year.

   Section 6103(a), as amended, reads as follows:

      New Year's Day, January 1.
      Birthday of Martin Luther King, Jr., the third Monday in January.
      Washington's Birthday, the third Monday in February.
      Memorial Day, the last Monday in May.
      Juneteenth National Independence Day, June 19.
      Independence Day, July 4.
      Labor Day, the first Monday in September.
      Columbus Day, the second Monday in October.
      Veterans Day, November 11.
      Thanksgiving Day, the fourth Thursday in November.
      Christmas Day, December 25.

   Each of the enumerated holidays constitutes a "Federal holiday within
the District of Columbia" (Federal holiday) as referred to in 35 U.S.C.
21(b). Note that when a Federal holiday falls on a Saturday, the preceding
business day will be considered a Federal holiday. When a Federal holiday
falls on a Sunday, the subsequent business day will be considered a Federal
holiday. See Executive Order 11582, 36 Fed. Reg. 2957 (February 11, 1971)
and 5 U.S.C. 6103. See also the Manual of Patent Examining Procedure
