                               Emblems and Seals

                               Change of Intent

   The Patent and Trademark Office, Department of Commerce, intends to 
forward only the 50 State seals plus one department seal for each 
department listed in the publication "Seals and Other Devices in Use at 
the Government Printing Office" ("Seals") instead of the entire 
publication, as indicated on page 59366 of the Federal Register of Dec. 
23, 1975.
   Since the publication had been printed in 1975, it was assumed that
few deletions and additions would be necessary. However, the response to
the above notice, along with some necessary deletions, resulted in a
large number of seals in the publication requiring deletion. This
rendered the publication unacceptable for submission to the World
Intellectual Property Organization (WIPO).
   Therefore, the Patent and Trademark Office now intends to forward
only the 50 State seals along with the departmental seal denoted "No. 1"
for each department listed in the "Seals" publication. If this is not
the preferred departmental or State seal, the department or State
involved is requested to notify the Patent and Trademark Office by Sept.
21, 1976. This notification should either specify the number of the
preferred seal, as it appears in the "Seals" publication, or provide a
clear, black and white photograph, suitable for reproduction, of the
preferred seal. The seal must be no larger than 1 1/2 inches in diameter.
   These seals will then be forwarded to WIPO for protection under
Article 6 of the Paris Convention for the Protection of Industrial
Property.
