an upper reservoir configured to retain a volume of water therein;
the upper reservoir having a lower interior surface, an upper edge, and a surrounding sidewall;
a fluid inlet through which is provided a flow of water into the upper reservoir;
a lift conduit in fluid communication with the upper reservoir, the lift conduit having a lower edge above the lower surface of the upper reservoir, and an upper edge below the upper edge of the upper reservoir;
a drain conduit sealed to the lift conduit and having an upper edge below the upper edge of the lift conduit and a lower edge below the lower edge of the lift conduit;
an outflow in fluid communication with the lower edge of the drain conduit, the outflow configured to periodically outflow water from the water dump apparatus.
