Changes to LEAP eligibility requirement

The Patent Trial and Appeal Board (PTAB) has simplified the eligibility requirements for participating in the Legal Experience and Advancement Program (LEAP). As of November 18, 2021, a licensed attorney or registered agent is no longer required to attest to a particular number of years of experience. To qualify for LEAP going forward, a practitioner only needs to certify that he or she has presented three or fewer substantive oral arguments in any tribunal, including the PTAB.

We have adjusted LEAP qualifications to allow additional attorneys and agents to qualify for LEAP participation and training programs as well as to account for public feedback.
