Wynn Coggins is the Chief of Staff to the Deputy Under Secretary of Commerce for Intellectual Property and Deputy Director of the USPTO, where she works closely with the Deputy Director to implement the policies, priorities, and programs for the agency.
She was previously the USPTO Deputy Chief Administrative Officer responsible for supporting the development and delivery of the administrative functions for the agency related to strategic leadership, management, policy and oversight support for human resources, hiring, union relations, space, security and Agency-wide human capital and telework programs. Prior to her role as the Deputy Chief Administrative Officer, she was a Group Director in the electrical and mechanical technologies, responsible for the management and oversight of patent examiners in the circuits, measuring, testing and business methods technologies. She has been a frequent public speaker on topics related to human capital, Intellectual Property, and advocacy for STEM education for women and girls.
Mrs. Coggins joined the Patent and Trademark Office in 1990. She received an undergraduate degree in Civil Engineering from Clemson University, and a Master of Science in Information Systems Technology with a concentration in Information Resources Management from The George Washington University School of Business and Public Management. She also received a Certificate of Advanced Public Management from The Maxwell School of Syracuse University.
