Sarah Brown is the Senior Advisor for Operations in the Office of the Under Secretary of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office (USPTO), providing advisory and project management support to senior leaders on matters related to the administration and management of the USPTO.
When not serving in this role, Ms. Brown is a senior financial programs analyst in the USPTO’s Office of the Chief Financial Officer (CFO). In this capacity, she has served for more than a decade as a general advisor to the CFO and Deputy CFO, specializing in financial communications and organizational strategy. During her time at the USPTO, Ms. Brown has served on or led numerous teams tackling diverse and novel issues for the agency. Her efforts have ranged from designing data evaluation models to facilitate decisions regarding locations of new regional offices, to assessing the financial and operational impacts of pending legislation, to advising foreign officials (through the USPTO’s international partnerships) on building effective financial planning and management operations.
Ms. Brown entered government service in 2007 as a Presidential Management Fellow at the U.S. Department of Housing and Urban Development, where she served as the Special Assistant to the Assistant CFO for Budget and spent time on assignment at the White House Office of Management and Budget and the Federal Housing Administration.
Ms. Brown holds a Bachelor of Arts in political science from Truman State University, a Master of Arts in public policy from the Johns Hopkins University, and a Certificate in International Studies from the Johns Hopkins School of Advanced International Studies.
