Cheryl Butler is the Senior Trademark Policy Advisor in the Office of the Under Secretary of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office (USPTO), where she advises and confers with senior leaders on a variety of trademark policy issues.
Ms. Butler is also the Senior Counsel for Trademark Trial and Appeal Board (TTAB) policy and procedure and the editor of the TTAB Manual of Procedure. As Senior Counsel, Ms. Butler leads policy initiatives for the TTAB, including amendments to the rules of practice and pilot programs, and reviews decisions and orders proposed as TTAB precedent. Ms. Butler works with and mentors law school interns, trademark examining attorneys working with the TTAB on projects, and interlocutory attorneys.
Ms. Butler began her career with the USPTO as a trademark examining attorney and later joined the TTAB as an interlocutory attorney, deciding motions and issuing orders in trial cases. Before her legal career, Ms. Butler was a geologist and mineral land agent for U.S. Borax.
Ms. Butler received her J.D. from George Mason University School of Law and her B.S. in geosciences from the University of Arizona.
