Errica Miller is a Senior Advisor to the Under Secretary for Intellectual Property and Director of the United States Patent and Trademark Office (USPTO). In this role, she provides executive-level strategic advice on agency priorities and leads enterprise initiatives that advance innovation, operational excellence, and organizational transformation across the USPTO.
Ms. Miller also serves as the strategic lead for the USPTO’s Artificial Intelligence (AI) Working Group, where she guides the agency’s enterprise approach to the responsible adoption of AI technologies. She works closely with leaders across Patents, Trademarks, the Office of the Chief Information Officer, the Chief Financial Officer, and other business units to align AI initiatives with agency priorities, governance, policy, workforce readiness, and modernization efforts.
Ms. Miller began her USPTO career in 1988 while completing her senior year of high school. Over more than three decades of federal service, she has held progressively responsible leadership positions across Patents, including typist, analyst, support staff manager, strategic planning project manager, management support and operations specialist, senior advisor, and director of international outreach and administration.
Throughout her career, Ms. Miller has led high-impact initiatives in strategic planning, organizational effectiveness, executive operations, workforce engagement, business process improvement, international collaboration, and enterprise program management. She has built cross-functional partnerships, led complex organizational changes, and supported initiatives that advance the USPTO mission.
Ms. Miller earned a Bachelor of Arts in human resource management, a Master of Science in management information systems and services from the University of Maryland University College, and a master’s certificate in project management from George Washington University.
