Under comments for proposed Sec. 7.11(a), a requirement of electronic submission to help small businesses assumes applicant access and understanding of computers, the Internet, trust in use of a credit card and E-sign, and a good scanner or digital camera. Just as with domestic applications, there should be a paper alternative.
