1. An optical circuit, comprising:
a substrate;
a first optical circuit element formed on the substrate and having a perimeter, the first optical circuit element having a drop-in location within the perimeter of the first optical circuit element; and
a second optical circuit element formed on the substrate at the drop-in location within the perimeter of the first optical circuit element.
