| 1. A method for preparing hydrazodicarbonamide comprising the steps of:
obtaining metal monochlorobiuret salt having formula 2 or 3 by reacting a biuret having the formula 1 with a metal hypochloride,
or by reacting the biuret having formula 1 with a chlorinating agent and a base; and
reacting the obtained metal monochlorobiuret salt with ammonia,
wherein the hydrazodicarbonamide is produced in the presence of a catalyst including bromine or iodine atom and generating
bromine or iodine ion during the reaction,

wherein the reaction solvent for preparing hydrazodicarbonamide from biuret is a mixture of water and a hydrophobic organic
solvent.
