1. A polarization shifter, comprising:
a first substrate having first and second transmission lines for coupling to a feed network; and
a second substrate having third and fourth transmission lines for respective communicative coupling to orthogonally-polarized elements of a radiating element, the second substrate being configured to mechanically couple to the radiating element and being rotatable relative to the first substrate to effect polarization adjusting for the radiating element.
