1. An empty card device, comprising:
a control unit comprising a processor;
a battery;
an integrated circuit (IC) chip configured to store an empty card number and identification information of the empty card device; and
a communication unit comprising a Near Field Communication (NFC) antenna, and configured to perform a communication with a user terminal via contacting of the empty card device with the user terminal,
wherein the empty card device is configured to, in response to a detection of approaching of the empty card device toward the user terminal, transmit, via the NFC antenna, the identification information of the empty card device to the user terminal and request a user registration of a user of the empty card device, to a server,
wherein the empty card number of the empty card device is initially issued in an inactivated state that does not have an assigned user,
wherein the user registration is configured to be completed by mapping user information identified by the server with the empty card number corresponding to the identification information, without storing the user information for the empty card device in the server,
wherein the user information includes information on the user who performs logging in a service application installed in the user terminal to request the user registration,
wherein the empty card number of the empty card device is configured to be switched from the inactivated state to an activated state in response to a completion of the user registration for the empty card device,
wherein information stored in the empty card device is the same regardless of switching between the inactivated state and the activated state,
wherein, when the battery embedded in the empty card device is charged, the empty card device is configured to generate a virtual card number based on data stored in the IC chip and perform a payment transaction by using the generated virtual card number, and
wherein, when the battery embedded in the empty card device is discharged, the empty card device is configured to transmit, via the communication unit, the empty card number stored in the IC chip to an external device, which is configured to generate the virtual card number based on the empty card number received from the empty card device and perform the payment transaction by using the generated virtual card number.
