| 1. A transmitter, comprising:
a first variable gain amplifier; and
a second variable gain amplifier coupled to an output of the first variable gain amplifier, wherein an output of the second
variable gain amplifier is coupled to an antenna;
wherein a gain of the first variable gain amplifier is determined according to a target signal-to-interference ratio (SIR)
at an input of the second variable gain amplifier.
