1. A method of storing reference information on an electronic device, comprising:
storing reference information embedded in the read only memory of the electronic device for later retrieval, where said information is selected from the group of emergency response information, first aid care, or emergency preparedness information;
wherein further the electronic devices performs a check to determine whether a signal strength between the electronic device and a service provider for said electronic device is below a predetermined level and only unlocks at least a portion of said information when the signal strength is below the predetermined level.
