1. A relay transceiver comprising:
a receiver adapted to receive packets on a first wireless link collectively destined for at least one mobile terminal;
a transmitter adapted to transmit the packets on a second wireless link;
a buffer adapted to buffer the packets between their receipt and transmission; and
a flow control function adapted to:
participate in flow control over the first wireless link to limit an amount buffered in the relay transceiver for a given mobile terminal; and
transmit a message when a number of packets reaches a threshold selected to substantially guarantee the buffer will be emptied within a predetermined time, wherein the threshold is based on α R Tc, where Tc is the predetermined time, R is a minimum data rate on the second wireless link, and α is an average availability of the second wireless link for transmitting to the given mobile terminal.
