1. A method of video decoding in a decoder, comprising:
decoding prediction information of a current block in a current picture that is a part of a coded video bitstream, the prediction information comprising one reference picture index used in low delay inter bi-prediction for the current block, the one reference picture index corresponding to a first reference picture list;
determining, based on the one reference picture index, a first reference picture in the first reference picture list and inferring, based on the one reference picture index, a second reference picture in a second reference picture list for the current block, the current block being coded using the low delay inter bi-prediction, the first reference picture list being identical to the second reference picture list, and the first reference picture being identical to the second reference picture;
in response to a determination that (i) the current block is coded in one of a plurality of merge modes and (ii) the prediction information includes a constraint flag that indicates a same reference picture for a plurality of blocks including the current block, pruning a merge candidate list of the current block to remove all bi-prediction candidates having different reference index values between the first reference picture list and the second reference picture list; and
reconstructing the current block based on the first reference picture and the second reference picture.
