1. A user equipment (UE) configured to communicate with a base station, the UE comprising:
a memory storing instructions; and
at least one processor configured to process the instructions to:
establish a Radio Resource Control (RRC) connection with the base station to enter an RRC connected mode; and
receive, from the base station, in a case in which the UE is in the RRC connected mode and the UE has a subband with no common search space configured to monitor system information or paging, a dedicated signaling message including part of system information for a cell of the base station, including configuration information for paging for the UE.
