11. A user equipment (UE) in a radio resource control (RRC)_INACTIVE state for performing a radio access network (RAN) based notification area (RNA) update, the UE comprising:
at least one memory storing a set of instructions; and
at least one processor coupled to the at least one memory, the at least one processor configured to execute the set of instructions to:
receive a first list of RAN area identities (IDs) from a first cell;
receive first identification information broadcast by a second cell, the first identification information including a RAN area ID of the second cell and a cell ID of the second cell; and
perform a 4-step random access procedure with the second cell to transmit second identification information to the second cell after determining that the RAN area ID of the second cell does not belong to the first list of RAN area IDs, wherein
a Message 3 (MSG3) of the 4-step random access procedure includes the second identification information.
