1. A concrete curb surrogate comprising:
a body configured to have a size and a shape that is substantially the same as a size and a shape as a body of a concrete curb, the body including a core and a skin attached to the core, the skin covering at least a portion of the core, the skin including a plurality of layers, the plurality of layers including at least: a first layer and a second layer,
the first layer including a mixture of paint and cement, and
the second layer including a conductive material.
