1. A dispersion for the pulmonary delivery of a bioactive agent to a patient, the dispersion comprising:
(a) a plurality of permeable microstructures, the permeable microstructures comprising at least one bioactive agent, and
(b) a suspension medium that permeates into the permeable microstructures.
