| 1. An apparatus comprising
a congestion avoidance circuit including:
a queue parameter calculation module configured to determine at least one queue parameter for each output queue of a plurality
of output queues, and
a packet drop module configured to determine whether to allow a packet to be enqueued to at least one of the plurality of
output queues, and
an enqueuing circuit coupled to the congestion avoidance circuit and controlled by at least the congestion avoidance circuit,
wherein the enqueuing circuit is operable to selectively enqueue at least a portion of the packet.
