| 1. A system for radio resource management in a cellular network comprising:
a plurality of first controllers, each of said first controllers configured to control at least one parameter and/or configuration
setting with respect to an area smaller than a coverage area of said system and encompassing an area covered by a plurality
of base stations; and
a second controller configured to receive information from said plurality of first controllers and configured to control at
least one parameter and/or configuration setting, in the duration of a call, with respect to the area associated with at least
one of said plurality of first controllers.
