1. A process producing a phosphine-borane complex represented by the formula:

wherein R3 is a hydrogen atom and wherein R1 and R2 are the same or different and independently represent a hydrogen atom, a halogen atom, an optionally substituted alkyl group, an optionally substituted cycloalkyl group, an optionally substituted aryl group, or an optionally substituted heterocyclic group, with the proviso that R1 and R2 together with the adjacent phosphorus atom may form a 4- to 6-membered ring, or a salt thereof, which comprises reacting a compound represented by the formula:

wherein each symbol is as defined above, or a salt thereof, with a borane reagent in a solvent.
