1. A node device which adds a frame external to a ring-shaped packet communication network formed by a plurality of stations which transfer a data frame, to the communication network at a station in the communication network, comprising:
a reception device for receiving an external frame;
a storage device for storing a received frame;
a control device for reading from the storage device at a first transfer rate a frame addressed to a station located before a boundary point which is a congestion point on the communication network, and reading a frame addressed to a station located after the boundary point from the storage device at a second transfer rate lower than the first transfer rate; and
a transmission device for transmitting a read frame to the communication network.
