1. A polyvinyl alcohol based block copolymer represented by the following general formula (1):

A represents a polyvinyl alcohol based block;
B represents a block containing a hydrophobic segment B′ and a hydrophilic or hydrophobic segment B″ other than A and B′,
the block B comprising a charge group;
X1, X2, X3, and X4 each independently represents a hydrogen atom, a halogen atom, an alkyl group, an alkenyl group, an aralkyl group, or an aryl
group;
m1 represents an integer of from 1 to 5;
m2 represents an integer of from 0 to 4; and
(m1+m2) represents an integer of from 1 to 5.
