| 1. A plasma display panel filled with a discharge gas between a front plate and a rear plate opposed to each other, wherein
the front plate comprises:
a glass substrate;
electrodes on the glass substrate;
a first dielectric layer covering the electrodes and the glass substrate and containing a fluorine atom;
a second dielectric layer covering the first dielectric layer and containing a fluorine atom at a less amount than that in
the first dielectric layer; and
a protective layer covering the second dielectric layer.
