| 1. A composite laser rod, comprising:
a laser rod that contains a laser active element and oscillates a laser beam; and
a skin layer that exists in a periphery of the laser rod and in which particles in an interface with the laser rod are completely
integrated with the laser rod owing to plastic deformation,
wherein the laser rod is made of a material having a composition of Re2O3 that is an oxide of a trivalent positive ion Re, and
wherein the skin layer is a ceramic material that does not contain a laser active element.
