| 1. A method of creating an energy source for a nuclear cored battery comprising the steps of:
providing a homogenous mixture comprised of a nuclear core, and a ceramic phosphor slurry;
subjecting the homogenous mixture to a thermal plasma process to create a layered light dissipating material; and
applying a photovoltaic layer to the light dissipating material.
