| 1. A multi-layer paperboard product comprising a base layer of unbleached cellulose fibers and a top fibrous layer comprised
of:
(a) from about 20% to about 30% by weight of fibers,
(b) from about 3% to about 10% by weight of a binder, and
(c) from about 60% to about 90% by weight of a water-insoluble filler wherein said paperboard exhibits a GE brightness of
at least 40%.
