1. A method comprising:
setting a threshold by
calculating a sum of location probabilities of cells in a location area of a mobile communication network, and
dividing said sum by a maximum number of polling cycles allowed before a mobile terminal is located;
ordering the cells in the location area in non-ascending order according to their location probabilities; and
forming multiple paging areas one at a time by
starting with a first cell not used in a previous paging area,
grouping cells in order, and
stopping formation of each of said multiple paging areas when a total of location probabilities in same said paging area reaches said threshold or when no more ungrouped cells exist within the location area.
