| 1. A flexible EL device comprising:
a substrate made of highly polymerized synthetic rubber, polyurethane, or silicon rubber;
a conductive layer formed on the substrate;
a dielectric layer formed on the conductive layer;
a phosphor layer formed on the dielectric layer, the phosphor layer being composed of ZnS powder and a binder having a dielectric
constant higher than that of the ZnS powder:
a transparent conductive layer formed on the phosphor layer; and
a polymer protection layer formed on the transparent conductive layer.
