Dear Sir,

The proposed changes to the rule should be adopted.  In addtion, the amended
rule should contain the provision, which was addressed in the section
"Discussion of the Specific Rules," that if a claim to priority was included in
the application, but not in the prescribed manner, and that the claim was
recognized by the USPTO, the Office will not require the petition and surcharge
to amend the application.
