Subject: PTO Proposal to End Certificate of Mailing
Though I personally am part of a large firm that has mastered electronic filing and would not hurt me, I must strongly oppose this rule as it would mostly hurt the small inventor. It appears from the outside of the USPTO to be part of the thrust of the current Patent and Trademark Office management to kill off the small inventor. The certificate of mailing was a huge and wise advance at the time it was adapted, and still is. Inventors should not be held hostage by unforseeable accidents causing mail delay.
