                  Patent Cooperation Treaty (PCT) Information

   For information concerning PCT member countries, see the notice
appearing in the Official Gazette at 1382 O.G. 61, on September 11, 2012.

   For information on subject matter under Rule 39 that a particular
International Searching Authority will not search, see Annex D of the PCT
Applicants' Guide.

European Patent Office as Searching and Examining Authority

   The European Patent Office (EPO) may act as the International Searching
Authority (ISA) or the International Preliminary Examining Authority (IPEA)
for an international application filed with the United States Receiving
Office or the International Bureau (IB) as Receiving Office where at least
one of the applicants is either a national or resident of the United States
of America. However, the use of the EPO is restricted. The EPO will not act
as an ISA for applications with one or more claims directed to a business
method. For the definition of what the EPO considers to be precluded
subject matter in the field of business methods, see PCT Applicants's
Guide, Annexes D(EP), E(EP) and the Official Notices (PCT Gazette) dated
May 6, 2010, page 94
(http://www.wipo.int/pct/en/official_notices/index.html). The EPO will act
as an IPEA only if it also acted as the ISA.

   The search fee of the European Patent Office was decreased, effective
January 1, 2013, and was announced in the Official Gazette at 1385 O.G. 176,
on December 25, 2012.

Korean Intellectual Property Office as Searching and Examining Authority

The Korean Intellectual Property Office may act as the ISA or the IPEA for
an international application filed with the United States Receiving Office
or the International Bureau (IB) as Receiving Office where at least one of
the applicants is either a national or resident of the United States of
America. The announcement appears in the Official Gazette at 1302 O.G.
1261 on January 17, 2006.

   The search fee of the Korean Intellectual Property Office was increased,
effective January 1, 2013, and was announced in the Official Gazette at
1385 O.G. 176, on December 25, 2012.

Australian Patent Office as Searching and Examining Authority

   The Australian Patent Office (IP Australia) may act as the ISA or the
IPEA for an international application filed with the United States
Receiving Office or the International Bureau (IB) as Receiving Office where
at least one of the applicants is either a national or resident of the
United States of America. The announcement appears in the Offical Gazette
at 1337 O.G. 265, on December 23, 2008. However, the use of IP Australia is
restricted. IP Australia will not act as an ISA for applications with one
or more claims directed to the fields of business methods or mechanical
engineering or analogous fields of technology as defined by specified areas
of the International Patent Classification System, as indicated in the
Official Gazette at 1337 O.G. 261 on December 23, 2008, in Annex A to the
agreement between the USPTO and IP Australia. IP Australia will act as an
IPEA only if it also acted as the ISA.

   The search fee of IP Australia was increased, effective January 1, 2013,
and was announced in the Official Gazette at 1385 O.G. 176, on December 25,
2012.

The Federal Service on Intellectual Property, Patents & Trademarks of
Russia as Searching and Examining Authority

   The Federal Service on Intellectual Property, Patents & Trademarks of
Russia (Rospatent) may act as the ISA or the IPEA for an international
application filed with the United States Receiving Office or the
International Bureau (IB) as Receiving Office where at least one of the
applicants is either a national or resident of the United States of
America. The announcement appears in the Official Gazette at 1378 O.G. 162,
on May 8, 2012.

   The search fee of Rospatent was increased, effective January 1, 2013,
and was announced in the Official Gazette at 1385 O.G. 176, on December 25,
2012.

Fees

   The transmittal fee for the USPTO was changed to include a basic portion
and a non-electronic filing fee portion, effective November 15, 2011, and
was announced in the Federal Register on November 15, 2011. Search fees for
the USPTO were changed, effective January 12, 2009, and were announced in
the Federal Register on November 12, 2008. The fee for filing a request for
the restoration of the right of priority was established, effective
November 9, 2007, and was announced in the Federal Register on September
10, 2007.

   International filing fees were increased, effective January 1, 2013,
and were announced in the Official Gazette at 1385 O.G. 176, on December 25,
2012.

                   Notice of Maintenance Fees Payable

   Title 37 Code of Federal Regulations (CFR), Section 1.362(d) provides
that maintenance fees may be paid without surcharge for the six-month
period beginning 3, 7, and 11 years after the date of issue of patents
based on applications filed on or after Dec. 12, 1980. An additional
six-month grace period is provided by 35 U.S.C. 41(b) and 37 CFR 1.362(e)
for payment of the maintenance fee with the surcharge set forth in 37 CFR
1.20(h), as amended effective Dec. 16, 1991. If the maintenance fee is
not paid in the patent requiring such payment the patent will expire on
the 4th, 8th, or 12th anniversary of the grant.

   Attention is drawn to the patents that were issued on January 19, 2010

   35 U.S.C. 41 and 37 CFR 1.362(g) provide that if the required
maintenance fee and any applicable surcharge are not paid in a patent
requiring such payment, the patent will expire at the end of the 4th, 8th

SUMMARY: The United States Patent and Trademark Office (Office or USPTO)
sets or adjusts patent fees as authorized by the Leahy-Smith America
Invents Act (Act or AIA) in a final rule entitled, "Setting and Adjusting
Patent Fees," published in January, 2013. The Office first proposed a
revised fee structure in a notice of proposed rulemaking published at 77 FR
55028 (Sept. 6, 2012).

ACTION: Request for comments. Notice of meetings.

SUMMARY: The United States Patent and Trademark Office (USPTO) seeks to
form a partnership with the software community to enhance the quality of
software-related patents (Software Partnership). Members of the public
are invited to participate. The Software Partnership will be an
opportunity to bring stakeholders together through a series of
roundtable discussions to share ideas, feedback, experiences, and
insights on software-related patents. To commence the Software
Partnership and to provide increased opportunities for all to
participate, the USPTO is sponsoring two roundtable events with
identical agendas, one in Silicon Valley, and the other in New York
City. Each roundtable event will provide a forum for an informal and
interactive discussion of topics relating to patents that are
particularly relevant to the software community. While public attendees
will have the opportunity to provide their individual input, group
consensus advice will not be sought.
    For these initial roundtable events, this notice sets forth several
topics to begin the Software Partnership discussion. The first topic
relates to how to improve clarity of claim boundaries that define the
scope of patent protection for claims that use functional language. The
second topic requests that the public identify additional topics for
future discussion by the Software Partnership. The third topic relates
to a forthcoming Request for Comments on Preparation of Patent
Applications and offers an opportunity for oral presentations on the
Request for Comments at the Silicon Valley and New York City roundtable
events. Written comments are requested in response to the first two
discussion topics. Written comments on the third discussion topic must
be submitted as directed in the forthcoming Request for Comments on
Preparation of Patent Applications.

DATES: Events: The Silicon Valley event will be held on Tuesday,
February 12, 2013, beginning at 9 a.m. Pacific Standard Time (PST) and
ending at 12 p.m. PST. The New York City event will be held on
Wednesday, February 27, 2013, beginning at 9 a.m. Eastern Standard Time
(e.s.t.) and ending at 12 p.m. e.s.t.
    Comments: To be ensured of consideration, written comments must be
received on or before March 15, 2013. No public hearing will be held.
    Registration: Registration for both roundtable events is requested
by February 4, 2013.

SUPPLEMENTARY INFORMATION:

    I. Purpose of Notice: This notice is directed to announcing the
Software Partnership which is a cooperative effort between the USPTO
and the software community to explore ways to enhance the quality of
software-related patents. The Software Partnership will commence with
the two bi-coastal roundtable events. The initial topics selected for
comment and discussion have been chosen based on input the USPTO has
received regarding software-related patents. The input has been gleaned
from public commentary on patent quality, dialogue with stakeholders
that have requested that the USPTO take a closer look at the quality of
software-related patents, and from insight based on court cases in
which software-related patents have been the subject of litigation. The
public is invited to provide comments on these initial topics and to
identify future topics for discussion.

    II. Background on Initiative to Enhance Quality of Software-Related
Patents: The USPTO is continuously seeking ways to improve the quality
of patents. A quality patent is defined, for purposes of this notice,
as a patent: (a) For which the record is clear that the application has

received a thorough and complete examination, addressing all issues on
the record, all examination having been done in a manner lending
confidence to the public and patent owner that the resulting patent is
mostlikely valid; (b) for which the protection granted is of proper scope;
and (c) which provides sufficiently clear notice to the public as to
what is protected by the claims.
    Software-related patents pose unique challenges from both an
examination and an enforcement perspective. One of the most significant
issues with software inventions is identifying the scope of coverage of
the patent claims, which define the boundaries of the patent property
right. Software by its nature is operation-based and is typically
embodied in the form of rules, operations, algorithms or the like.
Unlike hardware inventions, the elements of software are often defined
using functional language. While it is permissible to use functional
language in patent claims, the boundaries of the functional claim
element must be discernible. Without clear boundaries, patent examiners
cannot effectively ensure that the claims define over the prior art,
and the public is not adequately notified of the scope of the patent
rights. Compliance with 35 U.S.C. 112(b) (second paragraph prior to
enactment of the Leahy-Smith America Invents Act (AIA)) ensures that a
claim is definite.
    There are several ways to draft a claim effectively using
functional language and comply with section 112(b). One way is to
modify the functional language with structure that can perform the
recited function. Another way is to invoke 35 U.S.C. 112(f) (sixth
paragraph pre-AIA) and employ so-called "means-plus-function"
language. Under section 112(f), an element in a claim for a combination
may be expressed as a means or step for performing a specified function
without the recital of structure, material or acts in support thereof,
and shall be construed to cover the corresponding structure, material,
or acts described in the specification and equivalents thereof. As is
often the case with software-related claims, an issue can arise as to
whether sufficient structure is present in the claim or in the
specification, when section 112(f) is invoked, in order to satisfy the
requirements of section 112(b) requiring clearly defined claim
boundaries. Defining the structure can be critical to setting clear
claim boundaries.

    III. Topics for Public Comment and Discussion at the Roundtable
Events: The USPTO is seeking input on the following topics relating to
enhancing the quality of software-related patents. These initial topics
are intended to be the first of many topics to be explored in a series
of roundtables that may ultimately be used for USPTO quality
initiatives, public education or examiner training. First, written and
oral comments are sought on input regarding improving the clarity of
claim boundaries for software-related claims that use functional
language by focusing on 35 U.S.C. 112 (b) and (f) during prosecution of
patent applications. Second, written and oral comments are sought on
future topics for the Software Partnership to address. Third, oral
comments are sought on the forthcoming Request for Comments on
Preparation of Patent Applications to the extent that the topics of
that notice particularly pertain to software-related patents.
    The initial topics for which the USPTO is requesting written and,
if desired, oral comments are as follows:

boundaries of a claim are clear so that the public can understand what
subject matter is protected by the patent claim and the patent examiner
can identify and apply the most pertinent prior art. Specifically,
comments are sought on the following questions. It is requested that,
where possible, specific claim examples and supporting disclosure be
provided to illustrate the points made.
    1. When means-plus-function style claiming under 35 U.S.C. 112(f)

is used in software-related claims, indefinite claims can be divided
into two distinct groups: claims where the specification discloses no
corresponding structure; and claims where the specification discloses
structure but that structure is inadequate. In order to specify
adequate structure and comply with 35 U.S.C. 112(b), an algorithm must
be expressed in sufficient detail to provide means to accomplish the
claimed function. In general, are the requirements of 35 U.S.C. 112(b)
for providing corresponding structure to perform the claimed function
typically being complied with by applicants and are such requirements
being applied properly during examination? In particular:
    (a) Do supporting disclosures adequately define any structure
corresponding to the claimed function?
    (b) If some structure is provided, what should constitute
sufficient `structural' support?
    (c) What level of detail of algorithm should be required to meet
the sufficient structure requirement?
    2. In software-related claims that do not invoke 35 U.S.C. 112(f)
but do recite functional language, what would constitute sufficient
definiteness under 35 U.S.C. 112(b) in order for the claim boundaries
to be clear? In particular:
    (a) Is it necessary for the claim element to also recite structure
sufficiently specific for performing the function?
    (b) If not, what structural disclosure is necessary in the
specification to clearly link that structure to the recited function
and to ensure that the bounds of the invention are sufficiently
demarcated?
    3. Should claims that recite a computer for performing certain
functions or configured to perform certain functions be treated as
invoking 35 U.S.C. 112(f) although the elements are not set forth in
conventional means-plus-function format?

Topic 2: Future Discussion Topics for the Software Partnership

    The USPTO is seeking public input on topics related to enhancing
the quality of software-related patents to be discussed at future
Software Partnership events. The topics will be used in an effort to
extend and expand the dialogue between the public and the USPTO
regarding enhancing quality of software-related patents. The Software
Partnership is intended to provide on-going, interactive opportunities
and a forum for engagement with the USPTO and the public on software-
related patents. Therefore, to plan future events, the USPTO seeks
input on which topics, and in what order of priority, are of most
interest to the public. Input gathered from these events, may be used
as the basis for internal training efforts and quality initiatives. One
potential topic for future discussion is how determinations of
obviousness or non-obviousness of software inventions can be improved.
Another potential topic is how to provide the best prior art resources
for examiners beyond the body of U.S. Patents and U.S. Patent
Publications. Additional topics are welcomed.

Another topic for which the USPTO is requesting oral comment at the
roundtable events is as follows:

Topic 3: Oral Presentations on Preparation of Patent Applications

    In the near future, the USPTO will issue a Request for Comments on
Preparation of Patent Applications. The purpose of this forthcoming
Request for Comments is to seek public input on whether certain
practices could or should be used during the preparation of an
application to place the application in the best possible condition for
examination and whether the use of these practices would assist
the public in determining the scope of the claims as well as the
meaning of the claim terms in the specification. To ensure proper
consideration, written comments to the forthcoming Request for Comments
should only be submitted in response to that notice to
QualityApplications_Comments@uspto.gov. However, registrants may make

oral presentations at the Silicon Valley and New York City roundtable
events on the topics related to the forthcoming Request for Comments to
the extent that the topics pertain to software-related inventions. Note

advantages and disadvantages of applicants employing the following
practices when preparing patent applications as they relate to software
claims.
     Expressly identifying clauses within particular claim
limitations for which the inventor intends to invoke 35 U.S.C. 112(f)
and pointing out where in the specification corresponding structures,
materials, or acts are disclosed that are linked to the identified 35
U.S.C. 112(f) claim limitations; and
     Using textual and graphical notation systems known in the
art to disclose algorithms in support of computer-implemented claim
limitations, such as C-like pseudo-code or XML-like schemas for textual
notation and Unified Modeling Language (UML) for graphical notation.

Notice Regarding Full Implementation of Patent Prosecution Highway Program
between the United States Patent and Trademark Office, acting as the designated
representative of the American Institute in Taiwan (AIT) and the
Taiwan Intellectual Property Office, acting as the representative of the Taipei Economic
and Cultural Representative Office in the United States (TECRO)

I. Background

Since September 1, 2011, the United States Patent and Trademark Office (USPTO) acting as the designated representative of the American Institute in Taiwan (AIT), has conducted a Patent Prosecution Highway (PPH) pilot program with the Taiwan Intellectual Property Office (TIPO) acting as the representative of the Taipei Economic and Cultural Representative Office in the United States (TECRO). For a complete description of the PPH pilot program, see “Patent Prosecution Highway Pilot Program Established by the United States Patent and Trademark Office and the Taiwan Intellectual Property Office,” 1371 Off. Gaz. Pat. Office 94 (October 11, 2011). The results of the pilot program showed that (1) applicants have been able to expeditiously obtain a patent in the Office of second filing (OSF) at an early stage, by utilizing the petition to make special procedures currently available in the OSF, based on claims that have been allowed in the Office of first filing (OFF); (2) the OSF has been able to reduce duplication of search efforts by exploiting the search and examination results of the OFF to the extent practicable; and (3) the OSF has been able to reduce the examination workload since the scope of the claims in the OSF application has been clarified through the OFF’s examination prosecution.

II. Full Implementation of the Patent Prosecution Highway Program

The USPTO, acting as the designated representative of AIT, and the TIPO acting as the representative of TECRO, have agreed to fully implement the PPH program on a permanent basis starting on September 1, 2012. While the program itself is to become a permanent cooperative arrangement between the offices, the specific program requirements are subject to change in the future depending on further development and evolution of the PPH. Notice of any such changes to the program will be published.

Note that the procedures for a petition to make special under the accelerated examination program set forth in MPEP 708.02(a) do NOT apply to a PPH request for expedited examination by order of the Director to expedite the business of the Office under 37 CFR 1.102(a). The procedures and requirements for filing a request in the USPTO for participation in the PPH program are set forth below.

A. Requirements for Requesting Participation in the PPH Program in the USPTO

In order to be eligible to participate in the PPH pilot program, the following conditions must be met:

(1) The U.S. application is

    (a) an application that validly claims priority under 35 U.S.C. § 119(a) and 37 CFR 1.55 to one or more applications filed with TIPO; or
    (b) a national stage application under the PCT (an application which entered the national stage in the U.S. from a PCT international application after compliance with 35 U.S.C. § 371), in which the PCT application validly claims priority under 35 U.S.C. § 365(b) to an application filed with TIPO; or
    (c) a so-called bypass application filed under 35 U.S.C. § 111(a) which validly claims benefit under 35 U.S.C. § 120 to a PCT application, in which the PCT application validly claims priority under 35 U.S.C. § 365(b) to an application filed with TIPO.

Examples of U.S. applications that fall under requirement (1) are:

- U.S. application with a single priority claim under 35 U.S.C. § 119(a) to an application filed in TIPO (TW application)

U.S. application with a single priority claim under 35 U.S.C. § 119(a) to an application filed in TIPO (TW application)

- U.S. application with multiple priority claims under 35 U.S.C. § 119(a) to TW applications

U.S. application with multiple priority claims under 35 U.S.C. § 119(a) to TW applications

- foreign priority and domestic priority

foreign priority and domestic priority

- foreign priority and divisional application

- U.S. application is a national stage of a PCT application that claims priority to a TW application

The TW application whose claims are determined to be allowable/patentable does not have to be the application for which priority is claimed in the U.S. application (the basic application). The TW application can be an application explicitly derived from the basic application (e.g., a divisional application of the basic application). Note that where the TW application that contains the allowable/patentable claims is not the same application for which priority is claimed in the U.S. application, the applicant must identify the relationship between the TW application that contains the allowable/patentable claims and the TW priority application claimed in the U.S. application (e.g., TW application X that contains the allowable/patentable claims is a divisional application of TW application Y, which is the priority application claimed in the U.S. application).

Provisional applications, plant applications, design applications, reissue applications, reexamination proceedings, and applications subject to a secrecy order are excluded and not subject to participation in the PPH.

(2) The TW application(s) have at least one claim that was determined by the TIPO to be allowable/patentable in a substantive examination carried out in the name of the TIPO. The applicant must submit a copy of the allowable/patentable claims from the TW application(s) along with an English translation thereof and a statement that the English translation is accurate if the claims are not in the English language. If the TIPO office action does not explicitly state that a particular claim is allowable, the applicant must include a statement in the request for participation in the PPH program or in the transmittal letter accompanying the request for participation that no rejection has been made in the TIPO office action regarding that claim, and therefore, the claim is deemed allowable by the TIPO.

(3) All the claims in each U.S. application for which a request for participation in the PPH program is made must sufficiently correspond or be amended to sufficiently correspond to the allowable/patentable claims in the TW application(s). A claim is considered to "sufficiently correspond" where, accounting for differences due to translations and claim format, the claim in the U.S. application is of the same or similar scope as a claim indicated as allowable in the application filed in the TIPO. A claim in the U.S. application which is narrower in scope than the claims indicated as allowable in the application filed in the TIPO will also sufficiently correspond if presented as a claim dependent upon a claim which is of the same or similar scope as a claim indicated as allowable in the application filed in the TIPO. The additional limitation that makes the claim in the U.S. application narrower in scope than the allowable/patentable claims in the application filed in the TIPO must have support in the written description of the U.S. application.

The applicant is required to submit a claims correspondence table in English. The claims correspondence table must indicate how all the claims in the U.S. application correspond to the allowable/patentable claims in the application(s) filed in the TIPO. Any dependent claims with additional limitations must be clearly identified in the claims correspondence table.

(4) Examination of the U.S. application for which participation in the PPH program is requested has not begun.

(5) The applicant must file a request for participation in the PPH program and a request that the U.S. application be advanced out of turn for examination by order of the Director to expedite the business of the Office under 37 CFR 1.102(a). A sample request/petition form (PTO/SB/20TW) is available from the USPTO Web site at http://www.uspto.gov/forms/. Applicants are encouraged to use the USPTO request/petition form. A petition fee under 37 CFR 1.17(h) is NOT required. See Notice Regarding the Elimination of the Fee for Petitions To Make Special Filed Under the Patent Prosecution Highway (PPH) Programs, 75 Fed. Reg. 29312 (May 25, 2010).

(6) The applicant must submit a copy of all the office actions (which are relevant to patentability) from each of the TW application(s) containing the allowable/patentable claims that are the basis for the request, along with an English translation thereof and a statement that the English translation is accurate if the office actions are not in the English language. In addition, the applicant must submit copies of any office actions (which are relevant to patentability) from the TW application(s) issued after the grant of the request for participation in the PPH program in the USPTO (especially where the TIPO might have reversed a prior holding of allowability).

(7) The applicant must submit an information disclosure statement (IDS) listing the documents cited by the TIPO examiner in the TIPO office action (unless such an IDS has already been filed in the U.S. application). The applicant must submit copies of all the documents cited in the TIPO office action (unless the copies have already been filed in the U.S. application) except U.S. patents or U.S. patent application publications.

The request for participation in the PPH program and all the supporting documents must be submitted to the USPTO via EFS-Web and indexed with the following document description: “Petition to make special under Patent Pros Hwy.” Information regarding EFS-Web is available at http://www.uspto.gov/patents/process/file/efs/. Any preliminary amendments and IDS submitted with the PPH documents must be separately indexed as a preliminary amendment and IDS, respectively.

Where the request for participation in the PPH program and special status are granted, the applicant will be notified and the U.S. application will be advanced out of turn for examination. In those instances where the request for participation in the PPH program does not meet all the requirements set forth above, the applicant will be notified and the defects in the request will be identified. The applicant will be given one opportunity to perfect the request in a renewed request for participation (which must be submitted via EFS-Web and indexed accordingly as noted above). Note that action on the application by the examiner will NOT be suspended (37 CFR 1.103) awaiting a reply by the applicant to perfect the request in a renewed request for participation. That is, if the application is picked up for examination by the examiner after the applicant has been notified of the defects in the request, any renewed request will be dismissed. If the renewed request is perfected and examination has not begun, the request and special status will be granted, the applicant will be notified and the U.S. application will be advanced out of turn for examination. If not perfected, the applicant will be notified and the application will await action in its regular turn.

(8) Request for participation in the PPH program and special status granted in a parent application will not carry over to a continuing application. The applicant must fulfill all the conditions set forth above in order for special status to be granted in the continuing application.

If any of the documents identified in items (2), (6) and (7) above have already been filed in the U.S. application prior to the request for participation in the PPH program, it will not be necessary for the applicant to resubmit these documents with the request for participation. The applicant may simply refer to these documents and indicate in the request for participation in the PPH program when these documents were previously filed in the U.S. application.

B. Special Examining Procedures

Once the request for participation in the PPH program and special status have been granted to the U.S. application, the U.S. application will be taken up for examination by the U.S. examiner before all other categories of applications except those clearly in condition for allowance, those with set time limits, such as examiner’s answers, and those that have been granted special status for “accelerated examination.”

Any claims amended or added after the grant of the request for participation in the PPH program must sufficiently correspond to one or more allowable/patentable claims in the TW application(s). The applicant is required to submit a claims correspondence table along with the amendment (see A(3) above). If the amended or newly added claims do not sufficiently correspond to the allowable/patentable claims in the TW application(s), the amendment will not be entered and will be treated as a non-responsive reply.

The PPH program does not absolve applicants of all their duties under 37 CFR 1.56 and 37 CFR 11.18. By complying with requirements A.(6) and (7) identified above, applicants would be considered to have complied with their duties to bring to the attention of the USPTO any material prior art cited in the corresponding foreign application(s) (see MPEP § 2001.06(a)). Applicants still have a duty of candor and good faith, including providing to the USPTO other information known to them to be material to patentability.

The following libraries, designated as Patent and Trademark Resource Centers
(PTRCs), provide public access to patent and trademark information received
from the United States Patent and Trademark Office (USPTO). This
information includes all issued patents, all registered trademarks, the
Official Gazette of the U.S. Patent and Trademark Office, search tools such
as the Cassis CD-ROM suite of products and supplemental information in a
variety of formats including online, optical disc, microfilm and paper.
Each PTRC also offers access to USPTO resources on the Internet and to
PubWEST (Web based examiner search tool), a system used by patent examiners
that is not available on the Internet.

Staff assistance and training is provided in the use of this information.
All information is available free of charge. However, there may be charges
associated with the use of photocopying and related services. Hours of
service to the public vary, and anyone contemplating use of these
collections at a particular library is urged to contact that library in
advance about its services and hours to avoid inconvenience.
