Invention promotion service offered to be performed: Patent, marketing and prototype development

Explanation of complaint between customer and invention promoter: Invention promoter advertised patent, marketing and prototype development services for a $685.00 fee and when I paid this fee all I received was a patent search and irrelevant information.  I was then asked to pay for the services for marketing and prototype and patent costs, which should have been included in the $685.00 fee.
