          This letter is to notify you of either: (1) an oversight",
or (1) an wunfair fee requirement,"-in the P1O proposed changes in
thc Trwitional Procedures for Limited Examinatlon After Plnal
Rejection and Restriction Practice, 1.129(a). Specifically, therc is
no provision for a onc halr filing fee (Ji730/365J for a SmaU Entity.
This must be an oversighl because all other fees have a one half
discount for qualified Small Entities.

unfair and should be changed prior to implementation. The application
fees for small entities arc already much too high Note ffiat all Pl O
fees increased over 2000% in the last several years.

both large and small entities. Not only are somc applicants in the
position of receiving patent less than 17years protection, but now
individual inventors and small businessa must pay S730, for each

          I am sure you agree that this is unfair to inventors and
small businesses, and it would be best to change this fee to a value
of S36S, or even lower.
