Public User’s Meeting
September 15, 2004

The Public Users Meeting was held at 2:00 pm in the Patent Theater, Crystal Park 2, 2121 Crystal Drive, Room 200, Arlington, VA. Ted Parr, OPR Director, chaired the meeting. There were approximately 30 members of the public in attendance and 10 USPTO staff.

POWER TO INSPECT

Power to Inspect capability for IFW applications was made available Monday, September 13 in the File Information Unit (FIU). The same capability will be available when the new Public Search Facility opens on September 27. IFW information will be provided on CD and may be viewed and printed from special workstations set up at both locations. Viewing IFW information with a Power to Inspect is free of charge; printing is $0.25 per page. The CDs must be returned to the desk or may be purchased for the file wrapper copy fee of $55.

OG NOTICE ON CERTIFIED COPIES

The USPTO has rescinded the July 30 OG Notice on certified copies. A new OG Notice has been posted to indicate that unless otherwise requested certified copies of patent application records will be provided with a paper certification statement, in accordance with prior practice. Electronic copies, with electronic certification, may be ordered from the USPTO website. Electronic copies are accepted by the EPO, JPO, KIPO and WIPO.

FIU MOVE

John Hassett, Director OAS, gave an update on the FIU move to South Tower. FIU was moved successfully over the weekend of Sept 10. Some problems were encountered with Kastle Key access but that is expected to be cleared up later this afternoon. Access is available from 7:00am until 7:00pm. A cashier’s window on the second floor will be available by next week.

What forms of payment does the window accept? Checks, deposit accounts and credit cards will be accepted. The window will not handle cash.

STATUS OF MOVE OF THE PSF TO ALEXANDRIA

Martha Sneed, Director OPIS, announced that the CDWS workstations in the search room will be migrated to UPWS on Friday morning. The REPS workstations will be surplused.

Mike Bevenour, Architect, gave an update on the status of move plans to Alexandria campus. Everything is still on schedule with the move to new space. There will be 50 workstations on the 1st floor and 250 on the 2nd floor in the Madison building. He brought some pictures of the site to demonstrate locations and give an idea of the layout of the campus.

Monthly parking is available to users as long as capacity allows. The west parking garage will be available for use by October 1st. Shuttle service will be available from South Tower, CPK2 and 20th street with service to Carlyle. It will operate on the half hour.

Will Carlyle be a leased facility? Yes. The owners are LCOR.

When will the cafeteria be ready and is it open to the public? The cafeteria will be ready by the end of the year and will be available to the public.

When will the move be completed? The move will be completed by March 2005.

How long will the USPTO occupy South Tower? USPTO has leased the space until 2007.

GENERAL QUESTIONS

Can I obtain a file wrapper copy without the cited references? No, file wrapper copies include the complete file contents. The USPTO does not have the resources to provide copies with special requests.

Is there any plan to be able to request TM files offsite by e-mail? Ron Williams is checking on electronic file retrieval.

The meeting concluded at 2:45pm. The next scheduled meeting date is October 20, 2004.
