The Public User's Meeting was held at 2:00 p.m. in the 1st floor Conference Room 1D04/1D14 in the Randolph Building at 401 Dulany Street on the USPTO campus in Alexandria, Virginia. Amanda Putnam, Manager of Public Records Division, chaired the meeting. There were 6 members of the public in attendance.
A new shuttle schedule goes into effect on May 21 for the Carlyle/Crystal City PTO shuttle. The shuttle will leave at 5 min after the hour and 5 min after the half hour traveling between South Tower and the Carlyle campus.
Public Search Facility (PSF) Update
New printed suggestion forms are available at the online reference desk. These came about from a member of the public's suggestion.
A designated cell phone area has been established on the 1st floor in the PSF. The area is located near where the lockers used to be. This location is in space away from the common areas so as not to disturb other searchers.
Comment: Why can't there be booths for phone users so they won't have to leave the search area? Response: The PSF is planning to evaluate cell phone booths that are now on the market. Additional status to follow.
User comment: Please ask the PSF staff to lower their conversation when passing through the search room areas. A user suggests installing a sound-absorbing wall covering in the PSF to cut down on background noise. He does not feel that enough has been done to remedy the problem.
Other facility problems discussed included inadequate ventilation in the restrooms and the lack of proper/consistent cleaning of the restrooms. This will be taken to Facilities Management. Diane Lewis also said PSF management has asked Facilities Management to expand the cleaning of the PSF cubicles as well as other areas of the PSF. The current cleaning contractors are not allowed to touch the desktops, vacuum close the wires, clean behind the monitors, etc. They are working on a better cleaning contract to address these areas.
The Word Mark collection will be removed from the Public Search Facility on the 2nd floor of the South Tower, to be microfilmed beginning June 8. The documents will be removed consecutively on consecutive days. There will be periodic postings to inform the public of the progress made in the microfilming process. The vendor is one the USPTO has used before.
UPWS is quiet right now. No new versions forth coming at this time.
Kudos from users on the increased storage space for on-line searches and improved text transfer function. However, when using the index or search for keywords an error message stating no access to that url comes up. Doug will follow up.
EAST problems when transitioning from PUBs to Patents will not stay in quick mode. Doug Salser said that STIC has to handle it. User wants to search for terms across the manual – wants to search all classes/sub class titles for terms. Right now you can't search across all terms/all classes.
Public Records Division Updates
Assignments - a user is waiting for 2 documents to come through on the microfilm reels but they are not coming in the order that is needed. There may be some issues with scanning or possibly with the faxes. Mande will follow up with him.
A user wants to know when background checks will be done so they can enter the search facility without passing through the metal detectors. They were informed that this will not be happening at the USPTO.
A user reported on files from Suitland via the FIU. A file ordered from Suitland came within a reasonable amount of time, not lightening fast but still good time.
The meeting was adjourned at approximately 2:50pm.
