Commerce Under Secretary Jim Rogan to Address Patent and Trademark Reform Efforts at Philadelphia ABA Meeting Thursday, June 27, 2002

Washington - Under Secretary of Commerce for Intellectual Property and Director of the U.S. Patent and Trademark Office (USPTO), James E. Rogan, will discuss his recently unveiled plan to overhaul the two century old USPTO in a keynote speech to the American Bar Association's Intellectual Property Law section at its Summer IPL Conference. Three weeks ago, declaring the agency "under siege" with a backlog of over 400,000 unexamined patent applications and 340,000 new ones coming in the door this year, Rogan announced an aggressive plan to transform the USPTO into a quality-focused, highly productive, responsive organization supporting a market-driven intellectual property system.

The speech will be the first Rogan has given on the subject to one of the agency's main customer groups. The former California Congressman and House Impeachment Manager has headed the USPTO since December 7, 2001.

The speech is open to the media and Under Secretary Rogan is available to speak with the press and for phone interviews from 10:15 to 10:45 a.m. and from 1:45 to 2:15 p.m.
