Thank you for providing the opportunity to comment on the proposed rules. Unfortunately, there has not been enough time to review and substantively respond to the ethics provisions. The ethical guidance to patent and trademark practitioners should not be imposed without an adequate opportunity for input. Compliance with the rules is necessary for a lawyer' s or agent's livelihood. The rules should not be changed without considerable time for comment.
In addition, I do not believe that Ohio mandatory CLE has raised the expertise of the Bar. If CLE is found to be useful by the PTO, it would be better to present a defined requirement as to subject matter and the number of hours required.. It is imperative that any PTO mandated CLE be accepted in all of the mandatory CLE states..
