It appears that little attention was given to the somewhat rare situation of three-dimensional design marks.  It is suggested that the plan could well consider any problems with replacing the paper or other physical records in the search collection relating to three-dimensonal marks.

In the best case the replacing electronic documents should provide a good resource for precisely identifying relevant features once the document was located, perhaps even better than the current physical records. In the worst case, retention of some physical three-dimensional trademark design records could be considered. Selecting the best electronic implementation for recording features of three-dimensional design trademarks presumably would fall within the capability of the search system management staff.
