Subject:    Credit Card payments
The proposed rule on Credit Cards sounds great.

Please strive, in cooperation with banks and other
interested firms, to invite use of 
"re-chargeable credit cards",  i.e. such
cards that can not be debited more than their
current account.  These cards will have to
be replenished by their holder, either via
a regular credit card transaction, or a regular
bank transaction.
