USPTO has resolved the TEAS and TEAS/i issues initially reported January 31.

USPTO Call Center Connectivity Issue
The USPTO Service Desk, Patents Electronic Business Center, and Enterprise Call Center (ECC) are currently experiencing network connectivity problems that may result in longer than usual telephone hold times and intermittent email connectivity due to poor weather conditions and heavy winds around the USPTO Alexandria Campus. Connection is expected to stabilize once weather conditions improve.
